Owner
Scott has more than 10 years of civil design experience throughout Washington state. From project engineer to construction inspector, Scott takes a hands-on approach to engineering—serving local agencies, private developers, and contractors. His technical experience includes Washington State Department of Ecology stormwater permitting and design, residential and commercial site development, private water system improvements, and public utility design.

Scott has over 12 years of experience in site planning, lot layout, civil design, and landscape architecture. Scott is specialized in Low Impact Development stormwater management and bioremediation. This includes civil engineering and landscape architecture specifications and coordination between earthwork, utility installation, and landscape contractors. He has provided landscape planning and design of open spaces for residential, public schools, and commercial site development permit approval. Sheila Kluck, MS, PE
Geotechnical Engineer
Sheila is a solutions-oriented engineer with more than 20 years of experience in geotechnical and geological engineering. She has experience in field management, project management, operations, and safety. Her expertise includes slope stability, directing diverse drilling and logging programs, geotechnical investigations, vibration damage assessments with seismograph monitoring and geotechnical structure inspections, foundation design, mining, and hydrogeology. Her slope stability experience includes mapping, modeling, monitoring, instrumentation, data interpretation, and slope design. She works collaboratively across disciplines and teams to optimize results. She communicates concisely for advising and informed decision-making.

Anderson Beebe
Civil Engineering Technician
Anderson comes from a construction background with over 15 years of hands-on
experience in the field. He has directly installed and constructed many of the systems
we design for our clients, giving him practical insight from concept to completion. In
addition, he spent six years working as an engineer aboard commercial fishing vessels
in Alaska, further strengthening his technical and problem-solving skills.

Gary Goodall
Consultant
Gary F. Goodall is a seasoned contract and construction engineer with more than four decades of experience in transportation, stormwater, and flood‐management projects throughout Whatcom County and the Pacific Northwest. A graduate of the University of Washington with a B.S. in Forest Engineering, his career spans from road and bridge design to complex multi‐disciplinary infrastructure programs within sensitive environmental settings. During his 38 years with Whatcom County Public Works, Gary
advanced from engineering technician to design and construction lead, managing roadway, bridge, and marine structure repairs—including major flood recovery projects around Lake Whatcom and maintenance of county ferry terminals. In his later role with the County’s River and Flood Division, Gary specialized in levee reconstruction, fish‐habitat restoration, and flood-protection work compliant with federal and state design standards. His expertise combines constructability insight, field
engineering, and practical knowledge of hydrologic and habitat considerations in watershed-scale projects. Now a part-time consultant with Impact Design, Gary contributes his extensive experience in PS&E review, stormwater pond and treatment system design, and trail and bridge alternatives analysis for environmentally critical areas within the Lake Whatcom watershed. He brings trusted judgment, strong construction management skills, and a detailed understanding of public-sector project delivery from design through completion.

Office Manager
Jackie has over 15 years combined experience in paralegal duties, banking, HR, and customer service. Jackie has worked in many collaborative team environments and has successfully managed both big and small teams of employees.

Joshua is a CAD and document specialist with 8 years of experience in creating precise and detailed technical documents for various engineering projects. He is proficient in utilizing AutoCAD and other drafting software to produce accurate and high-quality designs, has excellent organizational skills, is adept at managing multiple projects simultaneously while meeting tight deadlines, and has a strong ability to learn quickly and adapt to new technologies and processes.
